J-1 Trainee:
a J-1 trainee must either have a degree from overseas plus one year of non-US work experience related to the proposed training, or have at least five years of non-US work experience related to the proposed training.
So, OPT folks with just the US degree will not qualify for the J-1.
Besides, the OPT cannot start a J-1 program until they have J-1 status. Change of Status takes too long.
J-1 visa appointments are expedited at US Consular posts, so normally a J-1 visa takes day to get. However, Chage of Status takes week or months. Most host companies are not willing to wait for COS. Therefore, going home to consular process is the more practical route.
